Proof-of-Concept (PoC) for Drowning Detection System at Swimming Pools

Business Needs / Challenges

Surveillance by lifeguards at swimming pools can be compromised by glare, sight blocking by swimmers and other physical and environmental factors.  Yet, there are public concerns about using cameras for surveillance of swimmers and drowning detection due to privacy concern.  We are exploring technologies alternative to cameras, such as sonar, thermal detection and motion sensors, which are privacy-friendly for surveillance of swimmers and drowning detection to serve the operational needs and enhance lifesaving services at swimming pools.  The solution provider shall provide a proof-of-concept (PoC) of its solution in a designated swimming pool for a period of not less than 60 days to demonstrate its capability of detecting and locating drowning swimmers.

Expected Outcomes

Alternative solution to enhance lifesaving services in different scenarios for detecting drowning swimmers in a preventive approach and with privacy preserved.  It includes monitoring hundreds of swimmers at one standard 50m x 25m main pool for the detection of drowning incidents and making alerting to lifeguards with locations of the drowning swimmers.  The system will automatically alert the pool staff if any of such abnormalities is detected.
