1.	Apply a vehicle license
        a.	Download the mobile app and install
        b.	Open the mobile app and register to the system
        c       Apply the license through the mobile app (including payment). In this moment, the app will write a message (encrypted) and to the blockchain system to finish the workflow
        d.	New license application success, and the car is ready to drive 

2.	Vehicle license extension
        a.	Login to the mobile app to select the vehicle to extend the license. 
        b.	Fill in the detail and payment through the app and send. In this moment, the app will write a message (encrypted) and to the blockchain system to finish the workflow
        c.	Extend license application success, and the car is ready to drive
