Based on the topics of the views expressed, submissions would be referred to relevant stakeholders for consideration. The related manual works such as data checking for repeated submission or relevancy, consolidation and following up of the submissions are time consuming and human errors are inevitable.

An information management system is to be implemented to facilitate and streamline the processes of data collection, checking, analysis, distribution and consolidation. The system shall be able to capture, check, consolidate and unify public submissions from different sources, and provide management tools to facilitate the follow up actions with varies parties. To streamline the workflow, submission should also be filtered and grouped according to their related topics. User can also generate report on statistics of submissions and processing status.
